Nobody can guarantee 100% removal of soaked-in stains without pulling the carpet, treating the floor underneath, replacing the padding, reinstalling the carpet, and cleaning it with a pet treatment. Yes, after your carpet is cleaned it will fluff the carpet up as long as the fibers aren’t too worn. If your fibers have been worn down by normal wear, tear, and traffic or by direct damage then there’s nothing you can do for it but replace the carpet.
